   التأسيس: مرت الهيئة العامة للسياحة والآثار بعدة مراحل لتصل إلي هيكلها الحالي وتصبح الجهة الرسمية الأولى المسؤولة عن القطاع السياحي وقطاع الآثار بالمملكة، فقد صدر قرار مجلس الوزراء رقم (9) عام 12/1/1421هـ، والذي قضى بإنشاء الهيئة العليا للسياحة تأكيداً على اعتماد السياحة قطاعاً إنتاجياً رئيسيا في الدولة، خاصة فيما يتعلق بجذب المواطن السعودي للسياحة الداخلية، وزيادة فرص الاستثمار وتنمية الإمكانات البشرية الوطنية وتطويرها وإيجاد فرص عمل جديدة للمواطن السعودي.ولأن الآثار مكون هام ورئيسي من مكونات السياحة في أي دولة في العالم، فقد صدر الأمر الملكي رقم أ/2 عام 28/2/1424 هـ بضم وكالة الآثار إلى الهيئة العليا للسياحة، لتصبح الهيئة مسؤولة عن كل ما يتعلق بقطاع الآثار إلى جانب مسؤوليتها عن القطاع السياحي. وفي 16/3/1429 هـ، صدر قرار مجلس الوزراء رقم 78 بتغيير مسمى الهيئة العليا للسياحة ليصبح اسمها الجديد الهيئة العامة للسياحة والآثار، تأكيداً على أن قطاع السياحة بالمملكة أصبح واقعا وطنيا تقف خلفه الدولة، ويستلزم قيام الجهات المسؤولة بالتخطيط لتطويره وتنميته، انطلاقاً من العديد من المقومات السياحية المتميزة التي تتمتع بها المملكة، والتي يتمثل بعضها فيما يلي: الكنوز الأثرية الهائلة والمواقع التاريخية النادرة والمتاحف العتيقة التي تنتمي إلى عصور وحضارات متعددة على مر الزمان، والتي تزخر بها المملكة العربية السعودية في جميع مناطقها. الموقع الجغرافي المتميز للمملكة بمساحتها الشاسعة، وما بها من تضاريس متباينة ذات مناخ متنوع ومناظر خلابة. الشواطئ الممتدة التي تتميز بها المملكة سواء على البحر الأحمر، أو الخليج العربي، وما بينهما من تنوع واختلاف يجذب السائحين. التراث الثقافي وعادات وتقاليد الشعب السعودي الفريدة ، وما يتميز به من كرم وضيافة. البنية التحتية المترامية، والخدمات الحديثة الراقية، وتوجه الدولة الأصيل نحو تطوير وتنمية القطاع السياحي. ما تتمتع به المملكة العربية السعودية من استقرار سياسي وأمني وازدهار اقتصادي، وتطور مجتمعي. الأهداف والتطلعات: كان الهدف من إنشاء الهيئة العامة للسياحة والآثار، منذ اللحظة الأولى، هو الاهتمام بالقطاع السياحي بجميع جوانبه في المملكة العربية السعودية، وذلك بتنظيمها وتنميتها وترويجها.كما تعمل الهيئة وتطلع دائما إلى تعزيز دور قطاع السياحة وتذليل عوائق نموه معتمدة على عوامل ومقومات هائلة تتمتع بها المملكة، هذا بالإضافة إلى الاهتمام بالآثار والمحافظة عليها وتفعيل مساهمتها في التنمية الثقافية والاقتصادية.وتطلع الهيئة العامة للسياحة والآثار إلى أن يتوافق دور القطاع السياحي ونموه مع مكانة وقيم ودور المملكة في الحضارة الإنسانية وتأثيرها في المجتمع الدولي، باعتباره رافداً مهماً من روافد الاقتصاد الوطني.

   Foundation : Saudi Commission for Tourism and Antiquities (SCTA), since its inception has passed through several stages before getting its current structure and become the first ever government agency responsible for the tourism sector in the Kingdom.

Saudi Council of Ministers on 12/1/1421H (16/04/2000), issued, Resolution No. (9) for the establishment of Supreme Commission for Tourism (SCT) with an emphasis that tourism is one of the productive sectors that can retain the Saudi tourists within the country, at the same time increasing investment opportunities, developing human resources, and expanding and creating new job opportunities for the Saudi nationals.

Subsequently, due to the importance of the Antiquities and Museums sector, another Resolution No. (78) dated 16/3/1429 H ( 24/3/2008 ) by the Council of Ministers was issued to integrate the Antiquities and Museums sector into the Supreme Commission for Tourism (SCT), with this SCT became a body responsible for the implementation of the related tasks, in addition to its original responsibility on tourism.

According to this resolution, the name of 'Supreme Commission for Tourism’ (SCT) was changed to 'Saudi Commission for Tourism and Antiquities' (SCTA), with the confirmation that the domestic tourism is a reality that requires the formation of a national authority responsible for its planning and development, in view of the following distinct components:

-Huge archaeological treasures, rare historical sites, and historic museums, all linking the Kingdom to many ancient civilizations.
-Kingdom’s unique geographical location, its vast are, diverse terrains with a variety of climate and stunning sceneries.
-Long seacoasts along the shores of Red Sea and the Arabian Gulf.
-Unique customs and traditions of the Saudi society and famed generosity and hospitality of the Saudi nationals.
-Modern infrastructure with advanced services and government's strong tendency towards the development of tourism sector.
-Confirmed security and political stability in the kingdom and robust economy and progressive society.

Goals: From the outset, the main objective of the establishment of SCTA has been to take care of the tourism sector in the Kingdom along the lines of organization, development, and promotion of the sector

SCTA also works to enhance the role of tourism sector through overcoming any obstacles that may prevent its development, in view of the Kingdom's huge tourism potential. SCTA's efforts include preservation and development and maintenance of the antiquities and promoting the contribution of antiquity in the cultural and economic development of the citizens.

SCTA envisages the role of tourism sector to be in line with the prestige and position of the Kingdom as well as its role in the whole of human civilization, and its existent impact on the international community.
